NON-OWNERSHIP/LEASE LIVESTOCK POLICY

  • There have been several questions recently about youth leasing animals for exhibition at the Wyoming County Fair as 4-H project animals. The NYS 4-H Policy on non-ownership/lease animals is as follows:
    • Cornell Cooperative Extension (CCE) encourages the use of written lease agreements, however, it is the responsibility of the owner and exhibitor to agree upon the lease terms. Neither CCE nor Cornell University is legally involved in writing, implementing or terminating any lease agreements. The following bill was legally adopted by the NYS Department of Agriculture & Markets July 1987. Exhibits shall have been owned by the exhibitor for a period of at least (30) days prior to the entry of the exhibit provided, however, that any animal exhibit entered in a youth fair, youth exhibition or 4-H show or exhibition shall have been in the care of the exhibitor for a period of at least (60) days prior to entry of the exhibit. CCE staff and state program administrators have maintained the following philosophy since 1987. Non-owner/lease opportunities are intended for youth who do not already own an animal of this type (species.) For exhibition purposes, youth are limited to one non-owned breeding class animal of this type (species).
  • The dairy and horse programs have longstanding lease policies within in our 4-H program. Traditionally we have not required lease or grade animal paperwork on beef, sheep, swine, or goats. We are however considering implementing lease/grade paperwork for 2024 so that we can keep better track of animal science projects, in addition to fair entry forms. Rabbit and poultry members should own their own project animals. If you have any questions about leasing animals, please reach out to us in the 4-H office as we would be happy to talk through your scenarios.

DAIRY GRADE AND LEASE PAPERWORK

  • If you are planning on leasing a dairy calf or showing a grade animal, you are required to turn in paperwork to the 4-H office by June 1st. Lease and Grade papers are available on our website; https://wyoming.cce.cornell.edu/resources/dairy-gr... or there are hard copies available in the 4-H office. Any questions, please contact Stephanie.
